UPS FedEx signature package customer not home

Signature packages slow the route down in a different way than heavy boxes. A heavy box is honest. You know it will take time. A signature stop can look easy on the manifest, then nobody answers, the business door is locked, or the receiver says the person who can sign just stepped out.
