USPS accountable mail tray setup when certified pieces get mixed

On a busy morning we had certified pieces mixed into the regular flat tray before the carrier left. Nothing was lost, but the route came back with extra scans, customer questions, and one supervisor asking why the accountable count did not match the handoff sheet.
